no you have to do it the hard way now and start a new campaign and click through the buildings tree if you have a empty slot. and for some dumb reason you can't do a custom battle give yourself all the units and go through them that way for the descriptions/stats by right clicking while paused.

(do the devs even play their own fucking games?) did sega delete most of them? because i distinctly remember they used to have the buildings and units outlined. So the game has an "in-game" encyclopedia that just takes you to the site's "wiki" page which is now mostly blank save for just listing the factions, a sample of what each faction has for mercs and ships per region, and some "new" mechanics.
